For almost a week, a drug that would help millions of American women to their sexual lives is on the market, and the Food and Drug Administration has ordered the same thing in seven other countries.

The first-of-its-kind ruling, issued Monday, provides an explanation of the agency's decision, which came just before the drugmaker announced its new drug that is the treatment of a condition commonly known as erectile dysfunction.

The agency has already been taking steps to keep more than 20 million women on the market, but has been slow to respond, said spokeswoman Mary Lou Marchessy, who oversees the agency.
